The irony is that the Cowles/Plass motion brought forward last fall should have received the same or even more scrutiny. Unlike the planning board's motion that was only advisory, the Cowles/Plass council motion told the staff what to do and what not to do. And it was brought up at the meeting with no notice, so that the public was blindsided. The scrutiny that's good for the geese ought to be equally good for the ganders. http://www.toryburch.us.org/ - tory burch outlet While lawmakers are not completely sold on the cost shift, it does appear they'll keep some of the revenue proposals to fund other health reforms contained in the measure.

r The meal that January night showcased a different side of Hall's culinary skills, which have won raves at Post Office Pies, the year-old, ultra-hip pizza parlor the Birmingham native runs. http://www.coachhandbags.us.org/ - www.coachhandbags.us.org I thought things could not get worse than starting my fantasy baseball preseason prospectus with the catcher position. Today, however, the snow remains piled feet high on the ground, I come to the shortstop position, and my bitterness grows. Let锟絪 start right at the top of the list with the consensus best fantasy shortstop Troy Tulowitzki. His ranking makes sense, as he锟絪 a player with a great offensive skills who plays in Colorado. What锟絪 not to love? Well, there is the bit about how he only played in 91 games last season and has only played in more than 140 games in a season once in the last five years. When someone hits the disabled list more often than Kanye West embarrasses himself at award shows, it becomes an issue. But Tulo still batted .340 last season with 21 homers and 52 RBIs in 315 at-bats, and even that amount of production is enough to make a significant dent at this position. After all, at No. 2 I have slated new-again Red Sox Hanley Ramirez, who has played in more 140 a games a whopping TWO times in the last five seasons. And he is not even going to be a shortstop any more, as Boston puts him in front of the Green Monster and kills his fantasy value for next season. This year, though, it will be nice to see if Fenway can help him and make owners excited for the five-tool player, even if that 30-30 season of his in 2008 came back. The position switch is going the other way for Minnesota锟絪 Danny Santana, who turned a surprising 2014 season into a chance to be the Twins锟?starting shortstop this year. Santana played mostly in center field last year and batted .319 with 7 homers, 40 RBIs, 70 runs and 20 steals in 405 at-bats. In the outfield, that only draws attention if you need an injury replacement who can give you a jolt in batting average and a few steals. Among shortstops, however, we are looking at a top-10 player. That position flexibility is definitely something to keep in mind whenever looking at this position. The A锟絪 Ben Zobrist, the Cubs锟?Javier Baez and the Rays锟?Asdrubal Cabrera are middling second basemen, but they are worth a look as potential starting shortstops as long as they fit your league锟絪 eligibility rules. All this mediocrity (a word that might even be giving the situation too much credit) means that at some point you might be looking for someone who just won锟絫 kill you in any rotisserie categories. At that point, suddenly the Angels锟?Erick Aybar has a line (.278-7-68-77-16) that looks a little better than it would otherwise. It is also the only reason one may start to display some interest in the Giants锟?Brandon Crawford (.246-10-69-54-5). Page 2 of 2 - It is difficult to pick a sleeper when an owner would eagerly grab a player at this position who does ANYTHING, but maybe there are some youngsters whose age gives them the chance to display a little more than we are counting on. My highlighted selection in this realm is Arizona锟絪 Chris Owings, who starts this season at the tender age of 23. Even so, he saw a significant amount of playing time last season, when he got in 310 at-bats before injury hit to the point where he even had offseason shoulder surgery. From the moment he had the procedure, though, Owings was targeting to return for Opening Day, and all indications say that plan will come to fruition. Owings锟?projected backup is career .248 hitter Cliff Pennington, so it is not like Owings has to look that vigorous and healthy to reclaim his spot. In his approximate half-season in 2014, Owings batted .261 with 6 homers, 26 RBIs, 34 runs and 8 steals. If he adds 10 points to his average and doubles his counting numbers, you are already looking at a steady fantasy shortstop. If he can look more like the player who went .330-12-81-104-20 in 125 games at Triple-A Reno in 2013, we may be seeing a star. The Mets also have a 23-year-old as the favorite to be their starting shortstop in Wilmer Flores. He also got a taste of the big leagues last season, going .247-6-29-28-1 in 259 at-bats. Those are decent power numbers for the position, but you锟絩e going to want to see an uptick in batting average before putting too much faith in him. That need looms large, because the one thing you can find at this position is stolen bases and Flores does not provide that. Potential shortstop power in New York can also be found with the Yankees锟?Didi Gregorious, who came to the city in an offseason trade with the Diamondbacks. He has played in 183 major league games with Arizona in the last couple of years and hit 13 homers. Hopefully, the short right field in Yankee Stadium helps him show off a little more pop. Or we can just wait until next week and see some of it actually exist among third basemen. Hopefully. Josh Bousquet writes for The Worcester Telegram & Gazette. The Democrat s internecine battle over education reform is ratcheting up in New York, as New York City Mayor Bill de Blasio and Gov. Andrew Cuomo continue to spar over how to reform the city s failing schools.Cuomo is an outspoken advocate of teacher accountability and charter schools, as well as a harsh critic of teacher unions. De Blasio stands on the opposite side of the most hot-button education reform efforts.De Blasio is not amused by Cuomo s plan to takeover nearly 100 failing NYC public schools, citing his own radical efforts to reform the schools and asserting that as mayor, he is accountable for results, ."The mayor s remarks follow Gov. Andrew Cuomo s education-focused state budget proposal last month," Chalkbeat writes, "which to appoint nonprofit groups, school-turnaround experts, or other school districts to oversee schools that have fallen on the state s lowest performing list for three years. Under the proposed law, those receivers could restructure the low-ranked schools, overhaul their curriculums, and override labor agreements in order to fire underperforming teachers and administrators."The mayor vs. governor cage fight takes place against a backdrop of public agitation on school reform, with well-funded grassroots groups backing charters and opposing teacher unions. In February, the parent activist group Families for Excellent Schools, which has operations in New York, Connecticut and Massachusetts, called on Cuomo and the Legislature to takeover 178 failing schools this fall, 91 of which were in New York City.Earlier this month, thousands of pro-charter protestors gathered at the state capitol in Albany, with kids and parents bused in from all over the state. Organizers claimed that 13,000 were in the crowd, and singer Ashanti performed."In New York state, charter supporters have eclipsed the unions when it comes to money spent on lobbying efforts. They ve also given generously to Gov. Andrew Cuomo, a Democrat who has vowed to bust up the monopoly of public education," David .These days its hard to tell who is David and who is Goliath. that "Families for Excellent Schools, a group that supports charters, reported more than $9 million in lobbying expenses in 2014. New York State United Teachers reported less than $4 million."Not surprisingly, FES is firmly backing the governor s effort to take over the schools."With hundreds of failing schools statewide, and cities like New York City simply unwilling to take action, parents are calling on state leaders to put these schools into receivership immediately," . "A receivership model would free chronically failing schools from bureaucratic obstacles and place them under the stewardship of proven operators. If the schools are unable to improve, they will close." http://www.louis-vuitton.eu.com/ - http://www.louis-vuitton.eu.com Share
